Moscow, Kiev Agree to Leadership Summit
His statement followed recent diplomatic discussions between the two nations, which were supported by Ankara’s mediation efforts.
The latest and third session of direct dialogue was held in Istanbul on Wednesday.
Although a truce was not finalized, both sides achieved incremental progress, particularly on humanitarian fronts.
Agreements were reportedly made regarding the continued exchange of both military captives and non-combatants.
“During the meeting, leaders discussed the conditions under which they might come together,” Fidan explained during an interview with a Turkish broadcaster.
He highlighted that “a summit between the leaders in Türkiye was agreed upon in principle,” signaling mutual openness to further engagement.

The Kremlin’s representative, Dmitry Peskov, affirmed that the idea of a high-level meeting between Putin and Zelensky is under serious review.
However, he underlined that such a dialogue should occur only during the concluding phase of any broader peace process.
He further remarked that this potential gathering is “unlikely” to materialize within the coming month.
Moscow continues to assert that it remains amenable to resolving the conflict through diplomatic avenues, provided that any resolution addresses what it describes as the “root causes” of the crisis and addresses its national security priorities.
